1. Can a "Scorn of Adonis" be played once the referendum is being held and there have been votes cast against it (since you cannot change them once they're cast) and those Methuselahs will therefore lose a pool? 2. Picture this: Anson is at 4 blood and calls a referendum which passes by 10 votes. Then he plays "Voter Captivation". How does this work: a. Anson gets 4 blood. Then up to 2 of _that_ blood go to the pool of the Methuselah, i.e. Anson loses it (Anson was at 8, Methuselah takes 2 of that 8 to his pool and Anson is at 6)? b. Anson gets 4 blood and is at full capacity 8 _and_ Methuselah gets 2 pool directly from the blood bank? Thanks for your help, Anatol.

It must be during a referendum, so can also be before it resolves. So yes it can be used after votes are placed, and before the political action is resolved. >2.
