After [a Methuselah] has finished all of his or her minion phase actions, any untapped Malkavians [controlled by other Methuselahs] (going clockwise) can take actions. Any minion can burn this card as an action that any untapped Malkavian (in addition to the normally eligible blockers) can attempt to block (go clockwise if 2 or more want to block). directly states untapped. waked minions are by default still tapped, and cannot block. This ruling allowing tapped vampires to block the madness network, changes the way the Sleeping Mind works since it also states that a tapped minion cannot block. Madness Network does not set up an ongoing effect that bars minions from blocking, so 'attempting to block as though untapped' is sufficient to get around the 'any untapped Malkavian can attempt to block' restriction. witness1
