A thaumaturgical ritual takes place, 6 hours and 7 sacrificial virgins
later, a non-thaumaturge becomes capable of acting twice as often as
his counterparts.

The minion that received the Inscription holding the Rutor's Hand will
pay the blood to not be in torpor if it eventually takes the Rutor's
Hand action.

Not unless the inscription was done with basic thaumaturgy, or the
minion takes the action at basic when it takes the action.

The turn after the receiver takes the Rutor's Hand action it will be
able to untap during its controller's minion phase.
In summary:
1) Action - Inscription holding Rutor's Hand
2) Rutor's Hand action
3) untaps begin
