An empty vampire with Talbot's Chainsaw is stuck. The only action it can
take, hunting, is prohibited by the Chainsaw. If another vampire gives it
blood somehow then it will be able to act normally.

My understanding of the rules is that if a vampire has no blood, it can take
no other action other than hunt. Since it cannot hunt, it can take NO
action. You would have to hand off the Chainsaw to one of your other
vampires or leave the vampire with the Chainsaw in torpor less it go
arounding inflicting 3 damage on your other vampires every turn.

Just an opinion...but I don't think so. The rule about hunting is in the
rule book. There's also a rule about cards that conflict with the rule
book take precedence.
I'd say an empty vampire can blaze away with TC with impunity (for a little
while)
