Correct. Whose turn it is has no bearing on who can play action
cards or action modifiers. The only thing that matters for that is
who controls the acting minion.
In general, if you read "conflicting" things, check the dates of the
articles and use the most recent. If there is only a slight conflict
(one ruling says one thing about one card, a second says something
different about a different card, and the two together can be read
as saying opposite things about a third card, for example, then
bring that to my attention (to ensure that the reversal was intended).

Correct. The only thing "like stealth" in this context is intercept.
