I've heard Lucita gets really pokey and one of the Tzimisce has fortitude.
However, I have yet to see it myself.

Nope, butr they did get a bleed card (sort of).
Fiendish Tounge:

attempting to block this action. If this acting vampire is a Tzimsce
(symbol) and the bleed is successful (for 1 or more), this vampire may
burn 1 blood to untap during your discard phase this turn.
It's not crazy strong, but it's good enough to eclipse Computer
Hacking in most Sabbat decks.
There are 2 new tzimisce
Elisabeth Westcott Capa 5 (or 6 ?) - I can't remember her disciplines
and
Velya the Flayer Capa 9 - ANI AUS PRE VIC for - Can burn an Auspex
Card to get a press once each combat.
Advanced Lucita still Capa 8 - DOM FOR OBT cel pot - Once each action
Lucita performs she may burn 2 blood to cancel a reaction card played
by a vampire with capacity less than 6 as it is played (no cost is
paid) [Merge] Archbishop of Aragon

made it Camerilla only + bleeder, or did they have something prepared
for each clan specifically, or was this card made after they won?" all
should be raised... just to see if playtesting happens or not.

Given that it was a tournament in the fall, it seems more than plausible
that a special ability could be worked out afterwards. Or - once the
results were looking fairly firm - several groups given different cards
to playtest. Or have five cards, each of which was looking to get
something added to it for a winning clan (something votey, something
bleedy, something rushy etc.)
When you know you're handing control to the players, it would be very
odd for the designers to not think up several contingency plans in
advance - the obvious problematic one being, "What if a bloodline wins?"

Yeah, but what are the chances of that happening? Course they could just
do that thing that you suggested above, make 5 different cards, each one
applying ok for one of the many clans in the game.
