"Two actions" actions

Take, for example, Pulled Fangs. In order to remove this card, it takes two actions. Do these actions have to be done in the same turn, or should you keep track if you've half-removed it? (Does the first of these two actions "fade" after a certain amount of time?) Does it count against the NRA rule, if a minion tries to do both of those actions himself in the same turn (with freak drive or whatever)?

You should keep track if you've half-removed it. There is no provision for the "fading" of an action given in card text. > Does it count against the NRA rule, if a minion tries > to do both of those actions himself in the same turn (with > freak drive or whatever)?
