Can obedience be played without blocking? For example, if i bums rush, and stealth it, can the vampire being rushed, obedience instead of getting beat down?

Problem was the person used a WWEF + Obedience and the other thing Jay forgot to mention was it was not even directed at the waking vamp it was another Vamp that was being rushed by Beasts special and he should have been able to apply stealth to get by the waking obediencing minion.
