All your untapped Malk's could take an action apiece:
Any untapped Malkavian may attempt an action.
After that action is resolved, any untapped Malkavian may attempt an action.
Repeat as necessary until no untapped Malkavians wish to take an action.

No. If it did, then it would effectively reduce the capacity of a
victim who *did* have a Master Discipline by two (one for removing the
Discipline Card, and another by the secondary effect).
