Psyche and Sniper Rifle

If a vampire with superior celerity and a sniper rifle blocks an action, both combatants are ready when combat ends, and psyche at superior is played, does sniper rifles range setting ability still function in the new combat, or is it no longer a combat resulting from a successful block?
