I attempt to Set's Curse a War Ghoul. In response, the War Ghoul
burns itself to destroy a location.
Is my vampire that attempted the Set's Curse still tapped?
Does the vampire have to pay for Set's Curse?
Can the vampire attempt another Set's Curse during the current turn?
Card design question, why does Nightmare upon Nightmares affect animal
allies (of which there seem to be only 1), but not mortals?

Yes, the action fizzles.

Yes, currently you have to pay for actions that fizzle.

No, a fizzled action s is considered resolved, and therefore falls
under the purview of NRA

Because animals are reincarnated spirits of sinners, and while spirits
are immortal, sinners need to be punished!

Nope. Rulebook 6.2.1: "All details of the action are declared when the
action is announced, including the target(s), the cost, the effects, etc."
You announced the target when you declared the action. The only way to
change the target is by explicit card text, such as with Deflection.
