If a vampire is at 0 blood can he use Restoration to gain blood or must
he hunt? The rules make me think that you must hunt, but it seems like
you should be able to use restoration since it does a better job of doing
the same thing.

He must hunt. Even if blocked and obedienced (acting minion is untapped
and may not attempt the same action this turn), he still cannot use
Restoration because the only action he can perform (hunting) is forbidden.

Second a previous poster -- the rules say he must hunt. Of course,
you can use Restoration if you have pulled fangs, by the same reasoning.
One of my suggestions for revised is to include, in the "advanced"
rules, that an untapped vampire with 0 blood must take an action which
is intrinsically at +1 stealth (says +1 stealth on the card) and gains
1 blood, as part of the action (so no votes with plans to use Voter
Captivation.)
That would allow Restoration or superior Cryptic Mission. After all,
hunting is getting 1 blood from a mortal. Mr. Winthrop is a mortal,
n'est-pas?
The other option is to make Restoration an action modifier: Only usable
when hunting. A successful hunt gains 1 extra blood.
