[LSJ] Rant, Mob rule and such...

Hi. Just wondering how cards such as Rant and Mob Rule integrate when stacked? Rant Action Modifier. Requires an anarch, only usable during a referendum, before any votes are cast. During this referendum, every anarch vampire may burn 1 blood to gain one vote. If the referendum fails, acting vampire gets 2 unpreventable damage Mob Rule Action Modifier OR Reaction This card can be played as an action modifier card or a reaction card. Only usable during a referendum. Each vampire with a capacity above 4 can burn blood to gain votes. A vampire gains 1 vote for each blood he or she burns. A vampire with a capacity above 7 gains an additional vote for each blood he or she burns. (I've sniped the text from the 'group) Both cards basically says "burn a blood to gain a vote". My question is: if stacked, and I burn a blood, do I get 1 vote for each effect? Or do I have to decide my burnt blood takes effect according to Rant or MR? Quite possibly no, but now that we have multiple ways to get votes by burning blood which are going to be easy to stack (including Stephano Giovanni and Sundown specials; but not Awe as it works slightly differently), I think it becomes more problematic.
