Voter Captivation states that it must be played "after a successful
referendum."
Freak Drive states that is must be played "at the end of a successful
action (after resolving the action)".
Since both cards are played at the end of the action, does this mean
that a vampire can play a Freak Drive before a Voter Captivation?

I always thought you had to play Freak Drive even before the referendum
started, as the action is completed the moment the referendum starts.
Or is the referendum part of the action? That would make sense too because
cards like bribes and voter caps are action modifiers...
Either way, I think you can Freak Drive/Voter Caps in the order you want.

"immediately after"?
Does the action somehow continue after the referendum?
Is "resolving the action" different from resolving the referendum? If so
which happens first?

Yes, since card text on a number of cards tells you to play things then.
However, it is not specific to referenda. All actions have a small gap
after resolution (including a block-combat resolution for an
unsuccessful action) but just before they end, due to Freak Drive etc.

I still don't understand why "after" comes before "at the end of" in this
instance.

The referendum and the action ending are two separate things. You do
one, then you do the next. Things don't just happen all at once.
Immediately after the referendum, you get Voter Captivation.
You are now done with the referendum references entirely.
Now you handle the action ending. At this point, you get to play Freak
Drive.
You are now done with the action.
