There are several categories of actions that are defined (this is from
memory, so there may be more):
1. Bleed
2. Political Action
3. Equip
4. Hunt
5. Employ Retainer
6. Recruit Ally
7. Other actions
A vampire is eligible to take a single action from each of categories
1 through 6 only once per turn. A vampire may take as many actions of
type 7 as are present on permanents in play, and available with cards
in hand not pertaining to categories 1 to 6. I'll explain after your
example;

He also cannot do a presence "D" bleed, NightMoves, Cat Burglary, or
any other carded action that initiates a bleed.

In addition, each Haven Uncovered in play would allow Wynn to attack
the vamp the Haven is on. He can play one Bum's Rush, and one Ambush.
He can play The Embrace, and (if he's a Prince of Justicar) can 3rd,
4th, 5th, and 6th Trad. Each card that defines a unique action not
covered by categories 1 to 6 is an action that may be taken once per
turn. Each permanent card in play allowing an action in its card text
can be attempted once per turn (even multiple Havens on a single
minion).

The current ruling is....
"Same Action" means: 1) The same inherent (cardless) action taken
against
the same target. 2) The action taken with the same card played from
hand,
regardless of target. 3) The same action provided by the same copy
of a
card in play.
Inherent means cardless (it's bracketed) so if I bleed normally then
untap and computer hack I'm not doing the same cardless action (I have a
card in the latter one). I couldn't Computer Hack, untap and Computer
Hack because that violates point 2. I couldn't call a vote to burn the
Elysium, untap and then do it again because that violates point 3.
I think. (I don't currently play no repeat actions).

A bleed is a bleed is a bleed, and a minion can only attempt one
(carded or un-carded) per turn, under the no repeat action rule.
Interesting, James, that you haven't yet played with the no repeat
action rule. Have you seen a Freaky Gangrel deck? I can send you a
typical deck type to try out in your group, if you'd like. You'll be
playing NRA the very next day :-)

That is the ruling on "same action".
"Same action" is used by cards like Change of Target.
The No Repeat Actions rule doesn't care about "same action".
No Repeat Actions prevents a minion from performing the
"same type of action".
So Wynn cannot use Computer Hacking after performing a cardless
bleed, since they are both the same type, namely: bleed action.
