No exception is listed on the card text, so an Assamite
would need to be Camarilla in order to call the vote.

Yes, the lists on the WotC web site (which are the same
lists used by the search engine on the Rulemonger sites)
have a few errors. The actual card text for Treaty of Tyre
Enforced is:
Political Card - Worth 1 Vote Called by any vampire at
+1 stealth. If this vote is successful, each Methuselah
burns X+1 pool, where X is the number of Assamites he/she
controls.
