It's on Dejanews: http://www.dejanews.com/getdoc.xp?AN=400284933
The highlights (with citations added): Master cards that affect
minions can affect any controlled minion by default [RTR], with
the exception that only Methuselahs who control one of the
combatants can affect the combat. [RTR 09-FEB-95]
Addendum:
The Feb'95 ruling was later overturned to "Presses can only be
provided by players involved in the combat, so you cannot use Mob
Connections or Police Department on a combat you're not involved in.
Elysium and Frenzy may be used regardless of whether you're involved
in the combat." [RTR 09-MAY-95]
The bit about Elysium was reversed again when VTES came out (late '95).

None of the locations, Elysium included, were restricted to your own
minions by the Jyhad card texts. They were all affected, briefly, by
the Feb'95 ruling, which was discarded in May'95 only to return in
the actual card text when VTES was released in Nov'95.
Since the actual card texts takes care of everything, no ruling or
errata is necessary, so the Rulemonger site includes none. (That is,
in the absense of errata, the actual latest card text stands.)
