Hi, I'm not LSJ but i'll have a stab at these anyway.
Some people mmight also tell you to put the card name in the actual
body of the message, too. It's good for searching archives of
messages, as well as adds clarity.
So, on to the questions about Remover.

No.
Similarly, when you tap Mariel, Lady Thunder to announce her taking an
action, you don't suddenly fling a damage on a pair of minions
somehow.
>2 - I annouce the action of tapping a card, but some cards (like "The
>Coven") can be used any time. what happends? Does the other played has

They are allowed to tap their card in response to acheive their
desired result. Once your Remover action comes to resolve, it will
still resolve, as tapping a tapped card is perfectly legal (result is
usually 'nothing', but sometimes it has it's uses) and Remover doesn't
require you to choose an untapped card.
Remover [BH:C]
Cardtype: Master
Master.
Put this card on a Black Hand vampire. This vampire can tap any card
(including a minion) as a +1 stealth (D) action. A vampire can have
only one Remover.
