Metropolis

Players order: A - B - C - D - E ->A A vampire controlled by Player C blocks a vampire controlled by Player D coming from torpor and diablerises him. The bloodhunt to burn C is successful, but E & B want to play Redline, who gets to first? what if they announce their desire simultaneously? What if a vampire controlled by Player C simply wishes to diablerize and is then burned? who can play redline first? I realize this issue has existed before with many cards, but I just realized I don't really know how to answer it.
