Ugadja, spending blood, and declaring actions

Hello LSJ, If Ugadja has 2 blood and declares an action to use his special, then spends 1 blood on an action modifier, does the action fizzle or does it still work? That is, do I need to declare how much blood I'm moving, or do I simply declare "moving up to 2 blood to this Laibon in my uncontrolled"? I think the action would still work, and I'd move 1 blood to the inactive vamp. Thus, if you declare you are moving 2, and then spend a blood on an action modifier and have only 1 blood left, you'd still try to move 2, but only 1 blood would be moved. Compare to Villein, which says that you must move 2 or more blood, but it can be used on a vampire with 1 or 0 blood and just moves as much as it can.

If it was declared as "Ugadja moves 2 blood to this uncontrolled vampire", then it when it resolves, you move 2 blood. Like stealing blood, though, or rearranging pool with Parity Shift, attempting to move more than there is results in moving all. [ quoted text not captured ]

Why not just say "You must move 0 or more blood" or even copy/paste Minion Tap's text "Move any amount of blood from one of the vampires you control to your pool" since it practically works the same anyway? Having it say 2 and it works on 0 or 1 is confusing.

[ quoted text not captured ] It works on 0 and 1. But if you have 1 blood on a vampire and play Villein on him, you must move 1 blood. If you have 2 blood, you must move 2 blood. You can't "cycle" a Villein on Arika with 1 blood without moving her blood to your pool.
