As charming lobby has no cost, is the cost of the PA card bypassed?
If yes, and the cost of the PA card is X, is there an opportunity to
set X at all (as costs are normally set and announced at action start)?

No. The PA card is played, meaning that requirements and cost apply as
normal.

X is set (and paid) when the PA card is played.
