Any minion can recruit an ally, so long as they have the appropriate
disciplines/status/whatever.

(It will also allow you to block (D) actions not directed at yourself).
It simply overcomes the restriction on whose actions you can attempt to
block. You still must have the appropriate intercept to block
successfully.
