No. The card says that the vampire must pay a blood to attempt to block.
If you can't pay, you can't block. Just like any other card where you
have to pay blood, if you don't have the blood, you can't accomplish the
effect.

As an action, no blood vamps can only hunt. As a reaction, I think you can,
IF it's not in torpor, but I thought a vamp in torpor is automatically unable
to do anything except trying to get out of torpor. If you're blocking a vamp
while you're in torpor, that basically means this vamp is after your ass, and
I wish you good luck....*grin* Along with camarillia exemplary, you should
get ready to call the bloodhunt vote (hopefully he doesn't have the archon on
him/her).

A vampire with no blood cannot do anything that requires him to pay
a blood, and this includes attempting to block a camarilla exemplary.

That's not true, you can block if the vampire is attacking you in torpor.
You just die, that's all. That's pretty much the only situation this will
happen. Goooood luck...*grin*

you can only _be_ blocked. Not the same thing. If I block
your Diablerie attempt, the blocking vampire is not burned...

Eh?
You can't block at ALL from torpor. And even if you could, you couldn't
block a CamarExemp without paying a blood for the attempt.
The attempt to encounter V in torpor to Diablerize can be blocked - but
only by ready minions.

A Vamp in torpor cannot attacked. There is no combat in torpor.
The action is to diablerize a vamp in torpor is directed and at 0
stealth. It can be blocked like any normal action by a ready vampire of
the Meth being acted against.
If the action goes through unblocked, the vamp is diablerized. There is
no combat, no damage done. Nothing. The vamp in torpor is burned and the
diablerizing vamp gets all of the benefits (and consequences) of the
diablerie.
If the action is blocked, combat ensues as normal between the acting
minion and the blocking minion.
The key thing to remember is that a vamp in torpor cannot be involved in a
combat and cannot block or play reaction cards.
If a vamp in torpor tries to rescue itself and is blocked, there is no
combat. The blocking vamp can chose to diablerize or not. Either way
there is no damage or combat.

The vampire encountering the torpored vampire to diablerize will not
lose any blood, correct. There is not combat - only diablerie. A
torpor'ed vampire cannot fight back!
(There's no such thing as 'attacking' a vampire in torpor. You can only
encounter one there - either to rescue or to diablerize).

The torpored vamp is "automatically" burned if the encountering vampire's
action is not blocked (by some ready minion). Blood on the target vamp
has nothing to do with it since there is no combat.
If the action is blocked, combat occurs normally.

Oh, I think the original posting was something like he asked
if a vampire with no blood on can block a vampire with the
camarilla exemplary vote on it. What I meant is that since
the vampire without any blood can block the vampire, and
since he will have to lose 1 blood by blocking, he would go
into torpor, and obviously from what he said, seems like
his opponent is trying to diablerize that vampire.... So the
blocking is meant by self-defense.

1. So vampires in torpor cannot block when a vampire is attacking it? Then
diablerizing is much easier than I thought. So the attacking vampire will
not lose any blood? Even when attacking a torpored vampire with aggravated
damage or +hand damage?
2. Does this mean the torpored vampire automatically gets killed? What if

Yes, a vampire in torpor may not block. The encounter vampire in torpor action
could be blocked by some other minion of the defending Meth, though. The acting
vampire, if unblocked, can only gain blood from diablerizing the torpd vamp.
The torpored vamp cannot deal damage.

Yes, the torpd vamp burns if the encountering vamp so chooses [diablerie!].
The damage of the acting vamp is totally irrelivent (sp). No combat occurs.
If the acting vamp chooses to diablerize the torpored minion, the torpd minion
burns and the acting vamp gains all of the torpd vamps equipment & blood.

A vampire that has no blood on it cannot block
a vampire endowed with Camarilla Exemplary.
You have to meet the conditions of CamEx. As well,
if a vampire with 1 blood blocked, it wouldn't
go to torpor right away, as the blood loss was
not a result of combat.

What? If you visit a Vampire in Torpor, it is a directed action, and
one which can be blocked by any of that player's Ready Vampires (ie, not in
Torpor). If you are unblocked, you have the option of either diablery, or
rescuing the Vampire. If you commit diablery, the target is burned, the
diablerizing Vampire gets all the Blood, all the equipment, and you get to put
a skill card on the diablerizing Vampire if you can, and want to, and the
burned Vampire is older than the Diablerizing Vampire.
Of course, a Blood Hunt can then be called... but the Diablery itself
is fairly simple.

When you encounter a vampire in torpor, you are come inot his resting
place while he/she is attempting to recover from to much damage or
aggravated damage. Therefore the vampire in torpor is unconsious and
cannot engage in combat with the vampire that is encountering it.
