Power of One on non bleed action

Can I play Power of One [pre] on non bleed action when in need of stealth? All other +1 bleed/+1 stealth cards have text "(Only usable on a bleed action.)", but not this one. Power of One Type: Action Modifier Requires: anarch Obtenebration/Potence/Presence Cost: 1 blood Requires an anarch. [obt] Only usable when an action is blocked. The blocking minion burns 2 blood or life (before combat, if any). [pot] +1 bleed. [pre] +1 bleed, or +1 bleed and +1 stealth. You cannot play another action modifier to increase this bleed amount. Rarity: TR:C
