Correct.
Each Methuselah (including the one who called the referendum) can use no
more than one Political Action card to gain a vote.

If the action to recruit the mummy is blocked, the card is placed in the
ash heap. Its card text doesn't activate on the failed action.

Correct. It is printed with 1 blood cost in the CE, so the change is
not errata. The change is listed in the card text migration list, though.

If by "player" you mean "vampire":
A. Yes (card text).
B. I don't understand the question. The card's effect applies to the vampire
it is on.
C. No. The restrictions are as given in card text.
