card in your uncontrolled region from the game. You may use four
transfers to burn this card and gain 2 pool.
So, assuming this card text is correct, does this mean that once in
play you may pay a transfer to use the effect of the card as often as
you can pay transfers, or only once per Wider View put in play (or
something else)?

That card text indicates that it gets put into play. And that it gives
you an ability while in play.
Like Aimee Laroux, Maabara, Nkishi, Nosferatu Hosting, etc.

so, that's a yes? :)
it doesn't have the "if X, may Y" template. however, you could only
key off a card's ability once for NRA. this not being an action,
however, means that, yes you can? say yes, pretty please, and less
Oracle and Delphi! :D
so if you had the MPA (master phase action) for Nos Hosting, or 8
transfers for Aimee Laroux, you could perform the ability more than
once. and as every player gets 4 transfers inherent, everyone has a
chance to dig through 4 crypt cards each influence phase! yay! no more
hoarding Tupdogs and Anarch Converts as treasured gold for crypt-
dialing! now i can dial direct, without calling collect! sweet!
