Card Question (LSJ)

Hi there, My question concerns the card "Fragment of the Book of Nod", are there restrictions on when it can be tapped to draw 2 cards? (what I mean is does it have to be before or between actions? ex. I attempt to bleed and I am blocked, before combat can I tap it to draw cards possibly stealth or combat cards??) You can tap it anytime you want. Even if someone makes an action to steal it from you ; tap it and try to draw your wake. : ) There`s no restriction on the card nor in the errata.
