What happens if a vampire equipping with vast wealth cannot afford the
equipping costs of a weapon?
eg. The first card you pull out is a loc-equip that costs two blood but
your vampire only has one...
Does the equipping action fizzle? Does the vampire equip for less blood?
(I doubt it)
If it fizzles, what happens to the card? Ash-heap or reshuffled back in
the library?

that another of your vampires already controls?....

The action fizzles, no blood is paid and the equipment is burned.

The he gets the equipment, which becomes contested as normal.
During your next untap (if you still control both minions),
you must pay to contest or choose to yield each copy of the
contested card in turn. If you yield all but one (a standard
choice), the you must pay 1 pool to contest the one copy you
wish to keep and burn the rest. Then, on your *following*
untap phase, you turn the equipment face up.
