No. Effective Management is effectively choosing/targetting the top vampire
on your crypt and:
Playing Cards
* If a card targets (chooses, selects, is played on, etc.) another card,

opposing minion doesn't have a suitable Equipment/Weapon to be

(Note the different ruling for Illusions of Kindred, which doesn't target
your crypt exactly - similar to the effect of a Vast Wealth action or a
Magic of the Smith action when there is no more equipment in your library.
That ruling may be out of date (superceded by the "Playing Cards" ruling
above), but it hasn't really come up that often, so hasn't been revisited
by the RT. I'll put it on the list).

Yes. Each one resolves independently, with their independent results.
If a Methuselah has to lose 3 to one CA and 2 to the next, she'll burn
five pool (assuming both referendums pass and are not cancelled, etc.)
