The assamite never gets the chance to play Blur.
When the 10-cap goes to torpor (after the initial strike), combat is over.
Here's how it breaks down:
Combat
Play any "before range" cards...
Maneuver...
Choose strikes (one strike per combatant)
Resolve strikes
Gain additional strikes.
For each additional strike:
Choose strikes (one strike for each opponent who has available strikes).
Resolve strike.
Loop until neither opponent has any available strikes.
Press (and/or press-step effects)
If at any point of the above process one of the minions is no longer
ready (has been sent to torpor or burned), then combat ends at that
point (allowing for end-of-round effects like Pulled Fangs, Amaranth,
etc.)
