When can the barrens be used? Someone tried to tell me that since it was a master card and it did not specifically say use otherwise, it could only be used during the master phase. I thought that was only when you played them (except for out of turn master cards of course). I thought you could use them whenever if they did not specifically mention otherwise. You can only bring out the barrens on your master phase. After that, you can tap it at any time to discard a card.

Once a card is in play, you can use it any time you want to, unless there's some kind of restriction on doing so. Lots of cards have such a restriction by virtue of what they do: you can't use Ventrue Headquarters except during a vote, can't use Backways unless you need to increase stealth, etc. Barrens has no such restriction, so can be used at any time. Yup, I'm a rules-lawyer... Is it true that you cannot tap a card unless you need it? Could I needlessly tap KRCG Radio to get extra intercept that I don't need, or needlessly tap Ventrue Headquarters to get three votes that I don't need? Or, even stranger, could I needlessly tap Ventrue Headquarters to apply three votes to a non-vote action? The votes are wasted, of course... I agree that you wouldn't want to do this (unless you were taking the Malkavian clan much too closely to heart :-) under normal circumstances; the only time I think it might be useful would be, say, as a Disputed Territory vote were coming into play (so you could tap the card before your opponent could gain control of it)... papillo the picky

From the rules, section 13.3: A player cannot increase stealth or intercept beyond that needed to counter directly another player's increase of stealth or intercept; although, if a single card grants more than enough stealth or intercept needed to counter, that card may be played. On the voting issue, the rules imply that you cannot vote unless there is a vote open. Once a vote is cast, it can't be changed - stuff like that. By that logic I should be able to throw out vote cards freely when my opponent plays a Bum's Rush on me to try to cycle combat cards into my hand.
