Charming Lobby question (LSJ?)

This came up at Crusade Philadelphia the other weekend, and I couldn't remember if there had been an answer or if it was supposed to be obvious. ;-) When you play Charming Lobby, you name the vote you're going to Charmingly call but don't play that card from your hand until the Lobby is unblocked. Charming Lobby is itself a political action. So: do you replace the non-Lobby vote card? Or do you only replace the Charming Lobby itself, since when you play the second vote card, the referendum has already started? oh yeah, and part two - I'm pretty sure about this one but I should ask anyway. You can play Cryptic Rider after replacing cards at the end of a successful referendum, right? Because it says "after a successful vote" (meaning referendum)? (I see that Voter Captivation had a ruling issued saying that this worked for it, but wanted to make sure it also applies to Cryptic Rider.) Thanks.
