If a card says 'Strike: Make a hand strike and put this card on the opposing minion' is it only playable with default hand strike or with any other strike card that would happen to be a hand strike? Like for example, could I play Creeping Infection with Withering?

No, this is not what it means.
"Make a hand strike" indicates that the strike you are making is based on the minions strength, is not effective against your opponent at long range, and is playable under the effects of Immortal Grapple.

Absolutely not.
You may play 1 strike per strike resolution.

It's worth pointing out that the older phrasing "Strike: make a hand strike" has been replaced by "Strike: hand strike" in the official card text list (as seen in the card text you quoted).
