Does using Privileged Position after a referendum that doesn't burn pool activates Věnceslava, The Implacable ability?
A damage applied after action resolution is still applied during the action?
And by extension, does everything that happens after action resolution also happens during the action?
Thanks in advance.

"3. Resolve the Referendum: If there are more votes for the referendum than against, it passes, and the effects take place."
"... After a referendum called by a vampire you control passes... "
This would put tapping of Privileged Position as part of resolving the referendum, like Voter Captivation:
Warning: Spoiler!
Only usable after resolution of a political action whose referendum passed.
Presence This vampire gains 1 blood for each vote by which the referendum passed.
Superior Presence As above, but move up to 2 of those blood to your pool instead of this vampire.
While Věnceslava, The Implacable text:
"after resolution of an action "
is at a point after the cards are all played out, like Freak Drive:
Warning: Spoiler!
Only usable after action resolution.
Fortitude Only usable if the action was successful. Unlock this vampire.
Superior Fortitude Only usable if the action was blocked. Unlock this vampire.
So yes, you get 1 pool after tapping Privileged Position if Věnceslava played Banishment, exmp

No, it's not "part of the resolution of the referendum".

Voter Captivation and Freak Drive are played at the same moment, after action resolution (which is also after resolution of the referendum).
