So play Second Tradition (can be cancelled), then replace, then pay its cost (including burning the top card of your library as part of the cost "to attempt to block") and resolve its effect. Does this mean that (except obvious cases like action cards) you pay costs of a card before you replace the card?

If in scenario 2,someone cancel Second Tradition,do you still need to burn top library before replace Second Tradition? Yes, you need to burn the top library card. Burning the top library card is part of the cost to play Second Tradition, which happens before the "as played" window, where a cancelation effect can be played.
