Camarilla Conclave and Prisci Block

Hi all, How does Camarilla Conclave Interact with the Prisci Block? If used to reduce votes, would It affect the ballots? Thank you in advance! Roberto Mautone Jr. Praetor

You can give them -1 vote, but they keep their ballots to cast in prisci sub-referendum.
