Timing of the Shard on a Truth of a Thousand Lies

If a player who does not currently control the edge bleeds with a minion. Manages to bleed succesfully, can he use the Shard to reduce the cost of a Truth of a Thousand Lies to unlock during that action? I guess its the perception when do you actually get the Edge.
