Hi I remember priority was passed at the end of a phase, from those many Enkil Cog/Madness network etiquette questions. How does this work with another phases, such as "before range is determined"? Does Player A plays all effects first then priority is passed and player B plays all of theirs or priority passes after each one and it goes a-b-a-b-ab until both stop? On a bigger scope: Can I "hold priority" on Vtes? The active player always get the oportunity after a card is played, so if he play a card in before determine ranged step, he get a oportunity to play another before to pass to the other player, if he pass the other player can play a card, if played, the oportunity goes back to active player until both players pass, so no, you cant hold priority on this step David Resende - Prince of Teresina

It's exactly the same for combat cards during the "before range is determined step" as declaring actions with minions. Priority is not passed at the end of the phase: it is passed when the acting Methuselah is done and no longer plays any effect. The end of the phase occurs because everyone passes.
