If a minion with one or more Orun successfully performs an action to enter combat with a minion, is an Orun burnt before or after combat?

A Laibon gets an additional vote for every three Orun he or she has. If this Laibon successfully bleeds for more than 2 or successfully performs an action directed at a non-mortal minion, he or she burns one Orun. Burn this card if this Laibon has more Orun and Aye than his or her capacity.

Actually "or successfully performs an action directed at a non-mortal minion" means that right after the action becomes successful, you loose the Orun.
Checking when an action becomes successful comes before resolution. Even an action could be successful and then not being resolved (either by cards or by fizzle)
For example, you could perform a direct action to enter combat, become successful (not blocked) and then being prevented to enter combat by an Obedience. You would not enter combat, and anyway you would lose the Orun
For losing the Orun after combat, the Orun text should read "After resolution" instead of "successfully performs an action"
Obedience
Name: Obedience
[Jyhad:U, VTES:U, Sabbat:U, SW:PV, CE:U, Third:U, HttB:PKia3, SP:PoS2]
Cardtype: Reaction
Discipline: Dominate
Only usable {if} this vampire is about to enter combat with an acting younger vampire.
[dom] Unlock the acting vampire and end the action. (Do not lock this vampire if they are blocking.) The acting vampire cannot take the same action this turn.
[DOM] As above, but do not unlock the acting vampire.

"After resolution of a successful action" and "after X successfully performs an action" are the same, VTES-wise

This confuses me.
I always have in mind that one thing is performing successfully an action. For that, the action has to be not blocked.
And another thing is successfully resolved. A successfully performed action can be unsuccessfully resolved (for instance, fizzes because not being able to pay it).
So I fell that "after performed" and "after resolved" should be two different things. One related about being blocked or not. The other about resolving the action.
If not, how would you call an action that is successful, but it is not yet resolved?
