A question came up in the discord.
When a vampire fakes a title to play a card does it grant the faking vampire the votes associated with the faked title?
ex
Vidal Jarbeaux plays Parity Shift as a justicar, does he get the 3 votes from the faked justicar title in the referendum?
Does the same apply to Vlad Tepes?

Choose a Methuselah who has more pool than you do and allocate 3 of their pool among 1 or more other Methuselahs (including you). Successful referendum means the pool is distributed as you chose.

Clan: Tzimisce
Group: 3
Capacity: 10
Discipline: aus ANI DOM PRO THA VIC
Independent: Vlad uses and can play cards requiring a title or a sect as if he had that required title or were of that required sect. +1 bleed.
And follow-up, what about vote bonuses that the vote card itself provides (seeing them as matching the requirement), for example Watch Tower: Greatest Falls and Investiture.
Watch Tower: Greatest Falls
Requires a Seraph. Watchtower.
In this referendum, each ready Seraph gets 2 additional votes. If this referendum is successful, put this card in play. Lock this card to move 1 blood from the blood bank to a Sabbat vampire in your ready region or your uncontrolled region (not usable during combat). Burn this card if another watchtower enters play.
Investiture
Requires a cardinal or regent. Title.
In this referendum, each ready cardinal gets one additional vote. Choose a Sabbat vampire. If this referendum is successful, put this card on the chosen vampire to represent the Sabbat title of priscus. Camarilla vampires cannot cast votes or ballots during this referendum.
As i see, Vidal can't play cards requiring a title, title is not a trait, and vlad can play a parity shift but don't get the votes of the title, he just fullfil the requeriment to play the card, then i presume that bonus votes too aren't earned

No. The votes provided by titles are granted by the general rules, not by the card that is requiring the title.

Yes, as the additional votes are granted by the card (that sees X as a Seraph or a Cardinal)
