Can you use Gathii's and/or Bolesław's abilities when you dont need stealth?

Can you use Gathii's and/or Bolesław's abilities when you don't need stealth? They seem to be worded in a way, that the first sentence is the "main effetct" (in Bolesław's case cost and effect) and after the Period, in the sentence is a rider effect, depended on the main effect. Similarly like "khabar: community" doesnt stop you form bleeding, because you dont need stealth at this point, but Bleeds now have stealth. Gathii Anarch: During an Action Gathii performs, you can reveal the top card of your library. If this is a Master card, he burns 1 blood; otherwise he gets +1 stealth. Bolesław Gutowski Anarch: During an action he performs, Bolesław can burn 1 blood to reveal the top card of your crypt and then shuffle your crypt. If the revealed card is a copy of Bolesław, Bolesław gets +1 stealth for this action; otherwise, he gets +1 strength for this action.

Since it doesn't tell you "even when it's not needed" you can't perform the ability because rules prohibit the posibility of doing something you can't acomplish.

From the rulebook: "Stealth can be added during an action only when needed, that is, only if the action is currently being blocked and the blocking minion has enough intercept to block the acting minion." This is because the outcome of the coin flip is not known, so you can use the effect. And if you would gain stealth but the condition "if the action is currently being blocked and the blocking minion has enough intercept to block the acting minion" is not met, then you don't get stealth (since stealth can't be added in that case).
