Grey Thorne and Vivienne Géroux may play cards requiring certain disciplines as an Anarch vampire. Can they benefit from the +1 stealth on actions requiring an Anarch while equipped with An Anarch Manifesto?

I think they can't. They do not change into anarchs, they just can play some card as one. Anarch Manifest requires an anarch vampire.
EDIT: No, Anarch Manifest doesn't require an anarch vampire. The rest is still valid, though.

Thanks, I've edited my answer. The first sentence was the one that mattered. Anarch Manifesto doesn't require an Anarch, and doesn't grant stealth to a minion who poses as an Anarch to perform actions.
The "Titled non-Anarch vampires get +1 strength in combat with this minion" still applies though.
