My bad, I answered too quickly and misread the second question.
The answer is "no" for both question, unless Mata Hari becomes Anarch of course.
The reason is that IS doesn't require an Anarch vampire, so Mata Hari's special doesn't emulate anything.

I don't understand why if Mata Hari is emulating being an Anarch (i.e. belonging to the Anarch Sect), and she is Red List, that the ruling is that this card may not be played on her as she fulfils the requirements.
