Eyes of the Wild played by Mata Hari and/or Tatiana Stepanova

Hi Methuselahs, My question is: Can Mata Hari and/or Tatiana Stepanova play Eyes of the Wild? Eyes of the Wild says "Only usable by a locked Gangrel", but rulling [ANK 20190228] says "When playing a card requiring a sect and/or a clan, she is treated as a such for all effects of the card, and only them, including duration effects.
