Card Text
Move a vampire in your ash heap with superior Fortitude [FOR] and superior Necromancy [NEC] who was burned from play to your ready region (with no blood).
I would say yes, since the uncontrolled region is part of the Play Area. See Rulebook www.vekn.net/rulebook#play-area :

But I must say this looks counter-intuitive to me
I would say no based on the Targeting of Cards rule stating that cards which aren´t controlled are not considered in play.
See Rulebook www.vekn.net/rulebook#targeting-of-cards :

> Targeting of Cards
> If a card is played on another card, or targets another card, the target card must be in play (that is, controlled). Vampires in the torpor region are eligible targets by default, but vampires in the uncontrolled region and contested cards are not.

No. As inm8 quoted the rulebook, burned from play means the vampire was controlled when it was burned.

As per the rules burned cards go to the discard pile aka ash heap.

Agree with you that it isn´t very practical ....i assume it was put in as part of the requirement to not get some undesired combos to work that could result in getting a lot of vampires into play for close to no pool cost.

Very few things in VTES rules make sense, but thats the way it is.
For example, Toreador grand ball is not actually placed on any vampire, but you have to remember two different vampires in two different states (one to that doesnt unlock and one that is unblockable) regardless, with nothing in particular to help track them. It is also very logical that one vampire can dance with two others, and that they can dance while torporized, isn't it?
This is a game from the nineties that hasn't evolved, and it shows.
