In a game with friends we came to a question :
Can rewind time at temporis inferior cancel all actions playable with cards (equipments, allies, votes...)?
Card text states for temporis inf:
"Cancel an action card as it is played (the acting minion is not locked)."

Equipment and ally cards are action cards, yes.
I suppose that you mean "political action card" by "votes". Political action cards are also action cards.
