I have a question about Draba. I cannot play Draba for an action with 0 stealth, because I am not reducing. Is it correct?

You can always play Draba.
You can play it to give the acting minion -0 stealth (leaving it unchanged).
However, Draba will not increase the stealth (if the acting minion had negative stealth to start with).
