The "Cards Rulings" section indicate, for Wave of Lethargy:
Only the cost of playing the card is increased - if the card provides multiple maneuvers and presses, it is only increased by one. Maneuvers from other sources (in play) do not cost extra. [LSJ 20011023].
It has been ruled so multiple times (e.g. [LSJ 20060725] ).
However, the card text seems to have changed since (it used to read "Maneuvers and presses cost the opposing vampire an additional blood to play" before 2007) :
Wave of Lethargy [Combat][1B] [qui] Only usable before range is determined. Maneuvers and presses cost the opposing vampire an additional blood this round. A vampire may play only one Wave of Lethargy each round of combat. [QUI] As above, and strike cards cost the opposing vampire an additional blood this round.
Does the ruling still stand ? If not, is there a more recent ruling or an official card text change list ?
It appears that the ruling is no longer appropriate since "to play" was removed from the text on the official list around the time of Lords of the Night. As it reads now, maneuvering with a .44 would cost 1 blood.
With DTC physical printing down and archive.org not having a snapshot after the Assamite/Quietus cards were added, it's hard to know what text the current cards have.
It would be good to get Ankha to weigh in here and possibly update the rulings page.

Only 1 additional blood. Superior only extends the subset of affected cards that cost +1 blood.
