It's attempt to modernize vtes without changes to existing cards.
All phases are for every player. First player (first is determined at random) can perform actions first, then impulse is passed to his prey until all players pass. Then next phase is executed.
So to sum it up:
Unlock (all players unlock their cards, then impulse move around until everyone pass)
Master (all players play master cards as impulse move around until everyone pass)
Minion (all players perform actions as impulse move around, if you pass you still get impulse in next go if anyone else perform an action, YOU CAN PLAY OOT MASTERS when impulse is under another player control)
Influence (all players have 5 transfers, influencing out vampire cost 1 transfer, rest is unchanged, performed as impulse move around until everyone pass)
Discard (all players discard their cards/play events as impulse move around until everyone pass)
Only problematic part are some cards like:
Baseball Bat -- Type: Equipment -- Cost: 1 pool
Melee weapon. Do not replace until after this action.
Strength+1 damage each strike. If the action to equip with the Baseball Bat is successful, unlock the acting minion at the end of the turn.

Sabbat cardinal: Monçada cannot block. Other Methuselahs' actions targeting Monçada cost an additional pool. If Monçada is ready during your discard phase, he can unlock another ready Lasombra.

Only usable by a locked vampire.
This vampire unlocks and attempts to block.

It definitely should make the vampire unable to act this turn, as most wakes.
It's open for discussion/criticism.
Of course it could be also coupled with modern mulligan (put any number of cards from hand aside, draw replacement card and shuffle library with mulliganed cards), and/or introduce new card type playable in minion phase not as an action, but it's sideline.

Why?
I wish VTES games would let us build faster and end sooner, but that would probably require a lot of changes to cards and/or new cards and/or new/changed rules.
Also, look up Dark Reader add-on for FireFox. Makes every website look like Secret Library.
Gangrel. Noddist. Camarilla. Once each turn, LivesByProxy may burn 1 blood to lose Protean until the end of the turn and gain your choice of superior Auspex , Obfuscate , or Potence for the current action.
Why ? To spice things up. It was meant for possible storyline and for faster paced 3 players variant.
Also, stealing impulse (even just for one action) could be a thing. It would also deal with Enkil's Cog/Madness Network NRA.
If the impulse would allow finite amount of actions (for example 1-3 action then forcible moving to your prey), swarm decks would play differently.

Is it really faster? I imagine that players will keep waiting on each other because you don't want to be the first to tap out.

Should be faster for 3 players, as there is more dynamic and less stalling. Due to moving impulse, people can spend their actions which should speed up the game and make less 1vs2 gameplay choices.

It is a lot harder to lunge in that format: you can't plan a whole turn in advance because of other player's actions, and you always start your turn with your prey fully unlocked. So while the play might feel faster, it is probably more likely to deadlock,
Cardflow management would be easier: the faster you switch between attack and defense, the easier it is to play any cards in your hand. That should be good for toolboxes. More cards should be played because it makes less sense to keep something in your hand for later in the turn rather than play it now then cycle until you get the next copy.
