Getting or having "+X vote(s)" does not mean the vampire is titled. If they reads "X vote(s)" only, then they is.

Note that "X has 1 additional vote" has been re-templated to "+1 vote" etc., but is otherwise the same.
Xeper's additional votes would stack with a title, if you gave him a title.
Similarly, the Venture card Ephor - "This Ventrue gets +1 intercept and +1 vote." - does not bestow a title, and stacks with a title. Ditto, Legendary Vampire: "This vampire gets +2 bleed and +2 votes."
